Not quite sure what to say here, other than the character's name is Iltoria. He is also known as 'Frostbringer' (hence the title) or 'The Warlord'. If I post more of him, I'll add in more facts...
This was really fun to do. I discovered more of the joy of custom brushes (the one I drew it with, not the decorations), and more of the joy of textures. All in all, I am satisfied. (Even if it isn't completely complete, but shh!) -- Iltoria lives in my head, as well as Xarthins. Made in Photoshop CS2. Time taken: 5 - 6 and a half hours. Brushes from various sources. We attempt to accomplish this by daily featuring Literature artists from around the community that deserve the recognition, but are not getting it. Each day we will feature 5 deviations from the Literature categories in a News Article. I love his eyes and the coloring.
And the texture as well. It's nice.

His hair color is pretty too. I like it compared to the blues of the background.

Ninth Layer, it was SO fun! Difficult, but FUN! Even the coloring(shading) was fun!
It took a bit of thought to get the right background color, but I'm glad you like the effect!
The swirlies were brushes. By "texture", did you mean the fabric texture or ~cloaks' texture, which was used in the background?
